improves property values through resident engagement in 
development, upkeep and governance of high quality, affordable
multi-family housing.  As residents work toward common goals,
they get to know and support each other, creating an environment 
that is safer and more attractive.  They can and want to live in the
community a long time, bringing their strengths and stability to the
neighborhood. This results in higher occupancy rates and fewer 
losses than other affordable rental housing, which enables the 
housing project to pay a fee that is invested in a financial fund for 
the residents.
